Senior Level Advisor


Todd Smith is a Senior Level Advisor for the U.S. Nuclear Regulatory Commission. He previously served the NRC in developing emergency preparedness policies, regulations, and guidelines and conducting related research to advance the state-of-the-practice in radiological emergency preparedness and response.


Dr. Smith served in the United States Navy as a Submarine Warfare Officer, including assignments as Naval Reactors Lead Engineer for Advanced Reactor Digital Instrumentation & Control (I&C), Engineering Department Head, and Special Assistant for Radiological Emergency Planning.


Dr. Smith is an instructor for executive training courses at the Harvard T.H. Chan School of Public Health and the Center for Homeland Defense and Security at the Naval Post Graduate School. He is a member of the National Academies Transportation Research Board Standing Committee on Disaster Response, Emergency Evacuations, and Business Continuity; and a member of the Nuclear Energy Agency Working Party on Nuclear Emergency Matters.


He received his bachelors, master’s and doctorate degrees in nuclear engineering from Purdue University, specializing in thermal-hydraulics and reactor safety. He also holds a Master of Health Physics degree from Oregon State University (OSU) and was recently inducted into the OSU Academy of Distinguished Engineers in recognition of his work in risk-informed radiological emergency preparedness.
